Instructions:
Step 1
First, heat a frying pan over medium heat and add three tablespoons of oil. Divide the chuck into two batches and fry each batch until it turns golden on both sides.

Then, fry chuck in two batches until golden on both sides. Avoid overcrowding the pan, and sauté the onion until translucent in the same oil.

And using the same skillet, briefly brown the peppers and then set them aside.

Add the fried chuck back to the pan and season it with salt and black pepper.

Next, pour two cups of boiling water into the pan with the chuck, and let it cook over medium heat for approximately 45 minutes or until the meat becomes tender.
Step 6
If the meat remains tough after the initial 45 minutes of cooking, continue the cooking process and add more water as needed. Keep the pan on the stove until the meat reaches the desired level of tenderness.
