Soften a rice paper wrapper in warm water until flexible, about 10-15 seconds. Lay it flat and place a portion of the meat mixture in the center. Fold and roll the wrapper securely around the filling.
In a skillet, heat a bit of vegetable oil over medium heat. Fry the dumplings until golden brown on each side, about 2 minutes per side.
