In a medium bowl, beat together the softened butter and cream cheese until smooth and creamy.
Gradually add the powdered sugar, vanilla extract, and heavy cream. Beat until the frosting is fluffy and spreadable.
Add the blue food coloring a little at a time until you achieve your desired shade of blue.
Stir in the mini chocolate chips for extra flavor and texture.
5. Assemble the Cookie Monster Cinnamon Rolls:
Once the cinnamon rolls are cool enough to handle, spread a generous layer of the Cookie Monster frosting over each roll.
Garnish with crushed chocolate chip cookies and a few more mini chocolate chips, if desired
